Do you get those JC PENNEY TV ads with the people screaming about sales? They even have a Facebook page set up so YOU can scream "Noooooooooo" yourself! There must be lots of folks who are freaked out by sales! Starting February 1st, Penney's is going to a new fair-price-all-the-time kind of policy.
